Cream margarine and sugar; add egg, blending well. Stir in milk. Sift together flour, baking powder, and salt. Add to batter; set aside.
Mix together topping ingredients. In a greased 9x9-inch pan, spread half the batter and sprinkle with half the topping. Add remaining batter and topping. Bake.
