Obama Admin: The War On Terror Is ‘Over’<\/h1>\n

Today, the National Journal reported<\/a> that a senior State Department official has announced, \u201cThe war on terror is over.\u201d<\/h2>\n

\u201cNow that we have killed most of al Qaida,\u201d the source said, \u201cnow that people have come to see legitimate means of expression, people who once might have gone into al Qaida see an opportunity for a legitimate Islamism.\u201d<\/p>\n

The article itself describes the Obama administration\u2019s new vision of foreign policy, which admits no enemies. Everyone, in this view, is a friend. Islamism, says the Obama administration, is just fine, so long as it does not openly support terrorism.<\/p>\n

This, of course, is utter foolishness. Islamism is a religious ideological movement that brooks no real alternatives \u2013 so while the State Department proclaims \u201ca legitimate Islamism,\u201d it fails to acknowledge that Islamism, \u201clegitimate\u201d or not, is deeply intolerant of any other modes of expression. Not only that, but Islamism works hand-in-glove with terror groups around the world. Simply because a regime does not openly house al Qaida does not mean that the regime doesn\u2019t support al Qaida; just because a regime pretends at democracy doesn\u2019t mean that it has real democratic values.<\/p>\n

Obama has created the brave new Middle East \u2013 a Middle East that assumes that every human heart has the desire to vote, but not to be truly free; a Middle East that oppresses women and gays and minorities, but pretends at liberalism; a Middle East that despises America but hides that hate behind a fa\u00e7ade of multiculturalism, even as it disposes of its internal dissenters.<\/p>\n

In truth, Obama isn\u2019t declaring an end to the war on terror \u2013 terrorism continues unabated each day in Egypt and the Palestinian territories and Iraq and Afghanistan and Sudan and Yemen and Syria and Lebanon and a dozen other hotspots around the globe. Obama is truly declaring an end to the war on Islamism. He has made his peace; he has surrendered. In doing so, he has condemned broad swaths of the world to darkness, and more immediately, he has condemned America to a defensive position in the world. Now there is no proactive America shaping the world to her own ends. Now there is only an atomistic world, a series of billiard balls, in which America waits to be struck before bouncing back.<\/p>\n

To Obama, the war on Islamism may be over. For Islamists, the war on America is far from over.<\/p>\n

Can Obama Safely Embrace Islamists?<\/a><\/h2>\n

In an article in the current National Journal <\/em>called “The Post Al Qaida Era,” I write that the Obama administration is taking a new view of Islamist radicalism. The president realizes he has no choice but to cultivate the Muslim Brotherhood and other relatively “moderate” Islamist groups emerging as lead political players out of the Arab Spring in Egypt, Tunisia and elsewhere. (The Muslim Brotherhood\u00a0officially renounced violence decades ago, leading then-dissident radicals such as Ayman al-Zawahiri to join al Qaida.)\u00a0\u00a0<\/span><\/span><\/p>\n

\n

It is no longer the case, in other words, that every Islamist is seen as\u00a0a potential accessory to terrorists.\u00a0<\/span>“The war on terror is over,” one senior State Department official who works on Mideast issues told me. “Now\u00a0that we have killed most of al Qaida, now that people have come to see legitimate means of expression, people who once might have gone into al Qaida see an opportunity for a legitimate Islamism.”\u00a0 <\/span><\/span><\/p>\n<\/div>\n

The new approach is made possible by\u00a0the double impact of the Arab Spring, which supplies a new means of empowerment to young Arabs other than violent jihad, and Obama’s savagely successful military drone campaign against the worst of the violent jihadists, al Qaida.<\/p>\n

Some of the smarter hardliners on the Right, like Reuel Marc Gerecht, are coming to realize that the Arab world may find another route to democracy–through Islamism<\/a>. \u00a0The question is, how will this play politically at a time when Obama’s GOP rival, Mitt Romney, is painting the president as a weak accommodationist? <\/span><\/p>\n

According to a senior advisor to Romney, the campaign is still formulating how to approach the new cuddle-up approach to Islamists. But the spectacle of an administration that is\u00a0desperately trying to catch up to the fast-evolving new world of the Mideast fits into the Romney narrative of a president who \u00a0“has been outmatched by events,” the adviser said.\u00a0“Obama came to power with a view of the region that would make progress in the Arab world and get the Iranians back to the table. He would deal with the Israeli-Palestinian issue, and the key to that was dealing with settlements. Instead it’s been chaos.”<\/span><\/p>\n

The president may have no choice but to preside over chaos at this point–a chaos that may not be the disaster that critics say and may in fact be the Arab world’s only path to modernity — but it won’t play well in the seven months between now and election day.<\/p>\n
