Indeed, a State&#8217;s right to self-defense does not exempt it from respecting the norms of international law, especially as regards the protection of civilian populations.<\/span><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><span lang=\"EN-US\"><span>&nbsp;
