Elections on Friday are predicted to fall in his favor.&nbsp;<\/span><\/div>\n<p><span class=\"mt-enclosure mt-enclosure-image\"><a href=\"http:\/\/blog.beliefnet.com\/redletters\/UgandaElections.jpg\"><img decoding=\"async\" alt=\"UgandaElections.jpg\" src=\"https:\/\/wp-media.beliefnet.com\/sites\/104\/import\/assets_c\/2011\/02\/UgandaElections-thumb-400x167-21455.jpg\" width=\"400\" height=\"167\" class=\"mt-image-left\" style=\"float: left;margin: 0 20px 20px 0\" \/><\/a><\/span><\/p>\n<div><span class=\"Apple-style-span\"><br \/><\/span><\/div>\n<div><span class=\"Apple-style-span\"><span class=\"Apple-style-span\" style=\"line-height: 16px;font-size: 12px\"><\/p>\n<p><a href=\"http:\/\/www.huffingtonpost.com\/2011\/02\/18\/yoweri-museveni-uganda-pr_n_824819.html\">The Huffington Post reports on the Uganda elections,<\/a>&nbsp;&#8220;Museveni, a U.S. ally, predicts a &#8220;big win,&#8221; and most analysts agree he is likely to claim a fourth term. Museveni faces his stiffest competition from former ally and personal physician Kizza Besigye.<\/p>\n<p>Besigye, the candidate for the Inter-Party Cooperation coalition, lost to Museveni in 2001 and 2006 and failed to get the results overturned in court despite proof of widespread intimidation.<\/p>\n<p>Besigye, 54, has already called this vote cycle &#8220;fundamentally flawed,&#8221; pointing to the incumbent&#8217;s control of the electoral commission and the failure to give new voters identity cards as proof that Museveni will rig the vote.<\/p>\n<p><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\"><a href=\"http:\/\/www.nytimes.com\/2011\/02\/18\/world\/africa\/18uganda.html?_r=1\">According to the NY Times:<\/a><\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">&nbsp;&#8220;<\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">But while Uganda shares many of the same, combustible conditions that have fueled popular uprisings in the Arab world &#8212; grinding poverty, masses of jobless, students glued to<\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">&nbsp;<\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\"><a href=\"http:\/\/topics.nytimes.com\/top\/news\/business\/companies\/facebook_inc\/index.html?inline=nyt-org\" title=\"More articles about Facebook.\" class=\"meta-org\">Facebook<\/a><\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">&nbsp;<\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">and a leader who refuses to step down after more than two decades in power &#8212; few here expect widespread upheaval.&#8221;&nbsp;<\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;line-height: 22px;font-size: 15px\">&#8220;There are two main reasons why we&#8217;re not seeing North Africa-style popular revolts in sub-Saharan African,&#8221; said Phil Clark, a lecturer in international politics at the School of Oriental and African Studies in London.<\/span><\/p>\n<p><\/span><\/span><span class=\"Apple-style-span\" style=\"font-family: georgia, 'times new roman', times, serif;font-size: 10px;line-height: 15px\"><\/p>\n<p>First, he argued, many sub-Saharan African countries are more divided ethnically, and such divisions &#8220;undermine the possibility of a mass social movement against the national leadership.&#8221;<\/p>\n<p>Second, and partly connected, is the loyalty of the army, which is often built from the president&#8217;s ethnic group and bolstered by corrupt spoils.<\/p>\n<p>&#8220;Museveni and Mugabe can rely on total commitment from the military,&#8221; Dr. Clark said. &#8220;The fear of violent military crackdowns keeps many Ugandans and Zimbabweans off the streets.&#8221;<\/p>\n<p>Many young urban Ugandans, who have been watching their Arab counterparts stage huge protests, seem to agree. &#8220;Ugandans have no unity,&#8221; said Charles Rollins, a 21-year-old university student, speaking about ethnic divisions. &#8220;That is why we are different.&#8221;<\/p>\n<p><a href=\"http:\/\/blog.beliefnet.com\/redletters\/2011\/02\/prayer-vigil-for-ugandan-elections.html\">Click here for a guide on how to pray for the elections in Uganda.<\/a><\/p>\n<p><\/span><\/div>\n<p><a href=\"http:\/\/feedburner.google.com\/fb\/a\/mailverify?uri=TomDavisBlog&amp;loc=en_US\">Click here to <strong>subscribe to Red Letters.<\/strong><\/a> <a href=\"http:\/\/twitter.com\/cthomasdavis\">Click here to <strong>follow Tom Davis on Twitter.<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The elections in Uganda are happening today amid great fear and great hope.
