Neither would the Good Samaritan.<\/p>\n<p>The HHS rules has so many rules that &#8220;it protects almost no one, said DiNarto, chair of the U.S. Conference of Catholic Bishops&#8217; Committee on Pro-Life Activities. Both would be disqualified because they had a record of &#8220;helping people who did not share their view of God,\u201d notes Jeremy Kryn of <a href=\"http:\/\/www.lifesitenews.com\/news\/cardinal-not-even-jesus-would-qualify-for-hhs-religious-exemption-on-contra\" target=\"_blank\">LifeSiteNews,<\/a> a Christian advocacy website.<\/p>\n<p>DiNardo was citing the HHS requirement that goes \u00a0into effect in 2012\u00a0requiring all insurance programs nationwide to cover all forms of contraception &#8212; including aborion-inducing drugs\u00a0and sterilization as \u201cpreventive services for women.\u201d<\/p>\n<p>Under the mandate only faith-based institutions that serve members of the same faith would be able to claim an exemption, thereby excluding\u00a0any religious organizations that offer their services to the general public regardly of their religious affilication &#8212; or lack thereof.<\/p>\n<p>The cardinal accused the HHS of \u201ca distorted view of sexuality and a disdain for the role of religion,\u201d\u00a0during the\u00a0USCCB\u2019s 40th annual &#8220;Respect Life Month&#8221; observed during October, noted Kryn:<\/p>\n<blockquote><p>\u201cThe decision [by HHS] is wrong on many levels,\u201d the cardinal said. \u201cPreventive services are aimed at preventing diseases (e.g., by vaccinations) or detecting them early to aid prompt treatment (e.g., screening for diabetes or cancer). But pregnancy is not a disease\u2026.
