Initially, the deployment was described as a &#8220;<a href=\"https:\/\/www.cnn.com\/2025\/08\/15\/politics\/us-military-deploying-caribbean-latin-america-cartel-mission#:~:text=One%20of%20the%20officials%20emphasized%20that%20the%20military%20buildup%20is%20for%20now%20mostly%20a%20show%20of%20force%2C\">show of force<\/a>.&#8221; Earlier in the year, Secretary of Defense Pete Hegseth <a href=\"https:\/\/www.cnn.com\/2025\/08\/15\/politics\/us-military-deploying-caribbean-latin-america-cartel-mission#:~:text=CNN%20previously%20reported,of%20Homeland%20Security.%E2%80%9D\">directed the Pentagon to<\/a> &#8220;seal our borders, repel forms of invasion including unlawful mass migration, narcotics trafficking, human smuggling and trafficking, and other criminal activities, and deport illegal aliens in coordination with the Department of Homeland Security.&#8221;<\/p>\n<p>Former border czar Tom Homan <a href=\"https:\/\/thehill.com\/homenews\/administration\/5493732-tom-homan-us-military-drug-trafficking\/\">defended the military strike<\/a>, sparking debate over international law, proportionality of force, and the ethics of state violence. &#8220;These cartels have killed more Americans than every terrorist organization in the world combined,&#8221; Homan <a href=\"https:\/\/thehill.com\/homenews\/administration\/5493732-tom-homan-us-military-drug-trafficking\/#:~:text=%E2%80%9CThese%20cartels%20have%20killed%20more%20Americans%20than%20every%20terrorist%20organization%20in%20the%20world%20combined.%E2%80%9D\">said to NewsNation<\/a>.<\/p>\n<p>In February, President Trump <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/designating-cartels-and-other-organizations-as-foreign-terrorist-organizations-and-specially-designated-global-terrorists\/\">issued an executive order<\/a> declaring cartels &#8220;terrorist organizations.&#8221; The order mentions Tren de Aragua&#8217;s &#8220;campaigns of violence and terror in the United States,&#8221; which &#8220;threaten the stability of the international order in the Western Hemisphere.&#8221;<\/p>\n<p>It is not unprecedented for the U.S. to deploy military vessels in the Caribbean. In 1989, the U.S. <a href=\"https:\/\/e-paper.guardian.co.tt\/infinity\/article_popover_share.aspx?guid=83ca4101-f179-4bcd-9b3e-53c9183efef1&amp;share=true#:~:text=A%20military%20strike%20on%20a%20nation%20in%20the%20Western%20Hemisphere%20is%20a%20rare%20act%20for%20the%20USA%3B%20however%2C%20it%20is%20not%20unprecedented%2C%20as%20we%20must%20recall%20the%20invasion%20of%20Grenada%20in%201983%20and%20Panama%E2%80%99s%20operation%20Just%20Cause%20in%201989.\">deployed armed forces to Panama<\/a> during Operation Just Cause.<\/p>\n<p>Religious voices have weighed in on the conversation, both in favor and against the military strike. Orthodox Christian and libertarian Justin Amash wrote on X that &#8220;Congress has not authorized military hostilities against Venezuela. There&#8217;s no exception permitting unilateral action because it&#8217;s &#8216;drugs&#8217; or &#8216;terrorism&#8217; or a &#8216;designated organization.&#8217; The &#8216;peace president&#8217; strikes again.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Congress has not authorized military hostilities against Venezuela.
