WASHINGTON (RNS) Twenty religious organizations are calling for
\nCongress and President Obama to ensure a fair and thorough investigation
\ninto allegations of forced human experimentation by the CIA on detainees
\nafter 9\/11.
\nIn June, the group Physicians for Human Rights (PHR) released
\n“Experiments in Torture” which detailed health professionals’
\ninvolvement in CIA interrogation programs.
\nThe report alleged that the CIA used forced human experimentation
\nfor several purposes, including calibrating “the level of pain
\nexperienced … ostensibly to keep it from crossing the administration’s
\nlegal threshold of what it claimed constituted torture.”
\nReligious groups affiliated with the Washington-based National
\nReligious Campaign Against Torture (NRCAT) and the doctors groups are
\nnow asking government leaders to consider the findings and take steps to
\nensure the practice is discontinued.
\nRanging from the Hindu American Foundation and Islamic Society of
\nNorth America to Rabbis for Human Rights-North America and the Quakers,
\nthe religious groups say investigations into the allegations have been
\nmishandled or ignored.
\nThe Office of Human Research Protection in the Department of Health
\nand Human Services declined to investigate the allegations, instead
\nreferring the complaint directly to the CIA.
\n“If OHRP receives an allegation … related to human subjects
\nresearch that is conducted or supported by a federal department or
\nagency other than HHS, OHRP will refer the matter to the other
\ndepartment or agency for review and action as appropriate,” Assistant
\nHHS Secretary Howard Koh wrote in a July 1 letter.
\nSince the alleged research infractions “appear to be subject to the
\noversight of the CIA,” HHS forwarded the complaint “to the CIA for
\nreview.”
\nThe religious groups are skeptical, however, at the CIA’s ability to
\ninvestigate itself.
\n“The CIA has already publicly denied these allegations and declined
\nto investigate,” said the Rev. Richard L. Killmer, executive director of
\nNRCAT, in a statement. “So it makes no sense to refer the complaint to
\nthem alone.”
\nIn addition to the 20 religious groups, some 3,000 individuals have
\nalso signed on as complainants.
\n“The evidence is absolutely shocking and repulsive,” said the Rev.
\nMichael Kinnamon, general secretary of the National Council of Churches.
\n“Torture is an affront to God and the denial of the bedrock convictions
\nof all people of faith.”
