That\u2019s the buzz \u2013 particularly on Twitter over an Executive Order <\/a>that Obama signed Friday afternoon.<\/p>\n

\u201cNYTFury\u201d tweeted: \u201cObama signs Executive Order Allowing for Control Over All U.S. Resources. GOD HELP US.\u201d<\/p>\n

\u201cWillF\u201d tweeted: \u201c While many of my friends worry about a right-wing takeover of the US, did Obama just sign an Executive Order allowing dictatorship?\u201d<\/p>\n

\u201cD_Seaman\u201d commented: \u201cREMINDER: an Executive Order from FDR allowed Japanese Americans to be detained without trial during WW II. Exec Orders can be powerful.\u201d<\/p>\n

Is all the alarm justified? What is going on?<\/p>\n

\u201cTwitter is buzzing with controversy over the new Executive Order signed by President Barack Obama on Friday, March 16, 2012,\u201d writes blogger Kyle Merriam. \u201cThe order was posted on WhiteHouse.gov<\/a>, but many people heard on Twitter, responding with outrage that Obama may have signed an order that allows a dictatorship in the event of an emergency or war.<\/p>\n

\u201cCheck it out. It’s a jawdropper. It calls for a draft, but not just a draft. A civilian draft, of \u2018persons of outstanding experience or ability\u2019 without compensation. If they think they need you, they can compel you to work for the government for nothing.<\/p>\n

\u201cThey can, under this order, restrict civilian travel by any mode, including (probably) foot travel. They can ration food. They can restrict water usage, even from private wells. They can ration any and all drugs, including OTC and vitamins. They can collectivize farms. They can take over all energy production, including home solar units.<\/p>\n

\u201cIt also allows for drafting civilians. If they have need of your skills, they can compel you to work for no compensation.\u201d<\/p>\n

Is that what the executive order really says?<\/p>\n

In an article headlined “Conservatives Are Freaking Out Over An Executive Order That May Give Obama Complete Control Over The Economy,” Business Insider<\/a>‘s Michael Brendan Dougherty quips that “no two news sources can agree on what it means.<\/p>\n

Indeed, he points out, the Drudge Report <\/a>linked to it under the title, “Martial Law? White House issues executive order: “National Defense Resources Preparedness …”<\/p>\n

On the left\u00a0side of the\u00a0aisle, the\u00a0Huffington Post’s <\/a>Edwin Black says the\u00a0president’s action\u00a0puts the United States on a “war footing.”<\/p>\n

“So what is in this document?” asks Dougherty. “It’s based in part on the Defense Production Act of 1950, which mobilized America for the Korean War.<\/p>\n

During the Korean War, President Truman signed a similar executive order<\/figcaption><\/figure>\n

“Basically that law granted the Executive branch of government broad authority in the economy: to compel businesses to sign contracts to produce goods for the national defense, to set wage and price controls, especially on raw materials, and to even requisition property that might be useful for national defense.<\/p>\n

“The Act,” writes Dougherty,\u00a0“has been reauthorized and passed through Congress many times, most recently in 2008 by President Bush, who had previously re-authorized it in 2003. President Clinton did the same in 1994.”<\/p>\n

Bill Clinton signed a similar executive order<\/figcaption><\/figure>\n

However, this time, it has caused enormous concern:<\/p>\n

\u201cPresident Barack Obama issued an Executive Order on March 16 giving the White House absolute control over all the country\u2019s natural resources in case of a natural disaster or during a time of war,\u201d writes Joe Wolverton for the right-of-center New American<\/a><\/em> magazine<\/a>. \u201cIn the order, the National Defense Resources Preparedness Order, the President granted to himself the authority to approve the dispensing of all domestic energy, production, transportation, food, and water supplies as he deems necessary to protect national security.\u201d<\/p>\n

The Executive Order \u201calso contains a vague reference in regards to harnessing American citizens to fulfill \u2018labor requirements\u2019 for the purposes of national defense,\u201d notes Brandon Turbeville of the website Global Research<\/a>. \u201cNot only that, but the authority claimed inside the Executive Order does not only apply to National Emergencies and times of war. It also applies in peacetime.\u201d<\/p>\n

Chris Kitze of the website Before It\u2019s News,<\/a> explains: \u201cThis Executive Order was posted on the WhiteHouse.gov web site on Friday, March 16, 2012, under the name National Defense Resources Preparedness. In a nutshell, it gives the president the power to take just about anything deemed necessary for \u2018National Defense,\u2019 whatever they decide that is. It\u2019s peacetime, because as the title of the order says, it\u2019s for \u2018Preparedness.\u2019<\/p>\n

\u201cUnder this order the heads of these cabinet level positions; Agriculture, Energy, Health and Human Services, Transportation, Defense and Commerce can take food, livestock, fertilizer, farm equipment, all forms of energy, water resources, all forms of civil transportation (meaning any vehicles, boats, planes), and any other materials, including construction materials from wherever they are available. This is probably why the government has been visiting farms with GPS devices, so they know exactly where to go when they turn this one on.\u201d<\/p>\n

Kenneth Schortgen Jr., writing in the Finance Examiner<\/em> <\/a>newspaper, writes, “Executive Orders created for national defense and national preparedness are not new in American history, but in each instance they brought about a Constitutional crisis that nearly led standing Presidents to hold dictatorial power over the citizenry.”<\/p>\n

Calm down, writes Ed Morrissey at the website HotAir<\/a>:<\/p>\n

\u201cWe\u2019re getting a lot of e-mail this weekend about an executive order issued on Friday afternoon by President Obama titled \u2018National Defense Resources Preparedness.\u2019 While the timing of the Executive Order is curious \u2014 why send it out on a Friday afternoon when an administration is usually trying to sneak bad news past the media? \u2014 the general impact of it is negligible. This Executive Order simply updates another Executive Order (12919) that had been in place since June 1994, and amended several times since.<\/p>\n

\u201cLet\u2019s start with Friday\u2019s Executive Order:<\/p>\n

\u201cSection 101. Purpose. This order delegates authorities and addresses national defense resource policies and programs under the Defense Production Act of 1950, as amended (the \u2018Act\u2019).<\/p>\n

\u201cSec. 102. Policy. The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency. The domestic industrial and technological base is the foundation for national defense preparedness. The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.<\/p>\n

\u201cSounds dramatic, doesn\u2019t it?\u201d asks Morrissey. \u201c This actually matches the language in Executive Order 12919, however, even the part about \u2018in peacetime.\u2019 Note what this Executive Order specifically orders: identify, assess, be prepared, improve, foster cooperation.<\/p>\n

\u201c None of these items claim authority to seize private property and place them at the personal disposal of Obama.\u201d<\/p>\n

The order says the President can invoke the powers of this order to \u201cmeet national defense requirements\u201d in \u201cthe full spectrum of emergencies.\u201d<\/p>\n

Presidents have issued similar orders in the name of national defense. For example, during the Civil War, President Abraham Lincoln suspended habeas corpus and the rights to an impartial trial as protected by the Sixth Amendment.<\/p>\n

During World War I, President Woodrow Wilson, frustrated with Congress\u2019s reluctance to grant him power over natural resources, invoked an executive order to assume absolute and unilateral authority over the same range of resources.<\/p>\n

So, yes, it sounds pretty alarming.<\/p>\n

But the White House says it\u2019s just clarifying the status quo \u2013 so Americans can be ready in case of emergency.<\/p>\n","protected":false},"excerpt":{"rendered":"
