The Emancipation Proclamation of Abraham Lincolon, an Illinoisan, has taken a new step forward that Lincoln never imagined. Our attention today is on another Illinoisan, someone upon whom Lincoln looks with pride, the 44th President, Barack Obama, an African American, who &#8212; with us and the world &#8212; today will realize some of what Lincoln dreamed. My favorite biography of Lincoln is called <em><strong><a href=\"http:\/\/www.amazon.com\/gp\/product\/0060924713?ie=UTF8&amp;tag=jescre-20&amp;linkCode=as2&amp;camp=1789&amp;creative=390957&amp;creativeASIN=0060924713\">With Malice Toward None: A Life of Abraham Lincoln<\/a><img decoding=\"async\" src=\"https:\/\/www.assoc-amazon.com\/e\/ir?t=jescre-20&amp;l=as2&amp;o=1&amp;a=0060924713\" alt=\"\" style=\"border: medium none  ! important;margin: 0px ! important\" border=\"0\" height=\"1\" width=\"1\" \/><br \/>\n<\/strong><\/em>, and I hope that theme &#8212; with malice toward none &#8212; will guide Obama&#8217;s Presidency. May freedom and liberation spread anew, may they spread wider than ever imagined and may they penetrate deeper into the heart and soul of all of us. May God, in his mercy, grant us this request. Here is the Emancipation Proclamation:<\/i><\/p>\n<p>By the President of the United States of America:<\/p>\n<p>A Proclamation.<\/p>\n<p>Whereas, on the twenty-second day of September, in the year of our<br \/>\nLord one thousand eight hundred and sixty-two, a proclamation was<br \/>\nissued by the President of the United States, containing, among other<br \/>\nthings, the following, to wit:<\/p>\n<p><!--more--><\/p>\n<p><span class=\"mt-enclosure mt-enclosure-image\"><img decoding=\"async\" alt=\"LincMem.jpg\" src=\"https:\/\/wp-media.beliefnet.com\/sites\/120\/import\/imgs\/LincMem.jpg\" class=\"mt-image-right\" style=\"margin: 0pt 0pt 20px 20px;float: right\" height=\"318\" width=\"325\" \/><\/span>&#8220;That on the first day of January, in the year of our Lord one<br \/>\nthousand eight hundred and sixty-three, all persons held as slaves<br \/>\nwithin any State or designated part of a State, the people whereof<br \/>\nshall then be in rebellion against the United States, shall be then,<br \/>\nthenceforward, and forever free; and the Executive Government of the<br \/>\nUnited States, including the military and naval authority thereof, will<br \/>\nrecognize and maintain the freedom of such persons, and will do no act<br \/>\nor acts to repress such persons, or any of them, in any efforts they<br \/>\nmay make for their actual freedom.<\/p>\n<p><\/p>\n<p>&#8220;That the Executive will, on the first day of January aforesaid, by<br \/>\nproclamation, designate the States and parts of States, if any, in<br \/>\nwhich the people thereof, respectively, shall then be in rebellion<br \/>\nagainst the United States; and the fact that any State, or the people<br \/>\nthereof, shall on that day be, in good faith, represented in the<br \/>\nCongress of the United States by members chosen thereto at elections<br \/>\nwherein a majority of the qualified voters of such State shall have<br \/>\nparticipated, shall, in the absence of strong countervailing testimony,<br \/>\nbe deemed conclusive evidence that such State, and the people thereof,<br \/>\nare not then in rebellion against the United States.&#8221;<\/p>\n<p><span class=\"mt-enclosure mt-enclosure-image\"><img decoding=\"async\" alt=\"LincObama.jpg\" src=\"https:\/\/wp-media.beliefnet.com\/sites\/120\/import\/imgs\/LincObama.jpg\" class=\"mt-image-left\" style=\"margin: 0pt 20px 20px 0pt;float: left\" height=\"397\" width=\"196\" \/><\/span>Now, therefore<br \/>\nI, Abraham Lincoln, President of the United States, by virtue of the<br \/>\npower in me vested as Commander-in-Chief, of the Army and Navy of the<br \/>\nUnited States in time of actual armed rebellion against the authority<br \/>\nand government of the United States, and as a fit and necessary war<br \/>\nmeasure for suppressing said rebellion, do, on this first day of<br \/>\nJanuary, in the year of our Lord one thousand eight hundred and<br \/>\nsixty-three, and in accordance with my purpose so to do publicly<br \/>\nproclaimed for the full period of one hundred days, from the day first<br \/>\nabove mentioned, order and designate as the States and parts of States<br \/>\nwherein the people thereof respectively, are this day in rebellion<br \/>\nagainst the United States, the following, to wit:<\/p>\n<p> Arkansas, Texas, Louisiana, (except the Parishes of St. Bernard,<br \/>\nPlaquemines, Jefferson, St. John, St. Charles, St. James Ascension,<br \/>\nAssumption, Terrebonne, Lafourche, St. Mary, St. Martin, and Orleans,<br \/>\nincluding the City of New Orleans) Mississippi, Alabama, Florida,<br \/>\nGeorgia, South Carolina, North Carolina, and Virginia, (except the<br \/>\nforty-eight counties designated as West Virginia, and also the counties<br \/>\nof Berkley, Accomac, Northampton, Elizabeth City, York, Princess Ann,<br \/>\nand Norfolk, including the cities of Norfolk and Portsmouth[)], and<br \/>\nwhich excepted parts, are for the present, left precisely as if this<br \/>\nproclamation were not issued.\n<\/p>\n<p> And by virtue of the power, and for the purpose aforesaid, I do<br \/>\norder and declare that all persons held as slaves within said<br \/>\ndesignated States, and parts of States, are, and henceforward shall be<br \/>\nfree; and that the Executive government of the United States, including<br \/>\nthe military and naval authorities thereof, will recognize and maintain<br \/>\nthe freedom of said persons.\n<\/p>\n<p> And I hereby enjoin upon the people so declared to be free to<br \/>\nabstain from all violence, unless in necessary self-defence; and I<br \/>\nrecommend to them that, in all cases when allowed, they labor<br \/>\nfaithfully for reasonable wages.\n<\/p>\n<p> And I further declare and make known, that such persons of suitable<br \/>\ncondition, will be received into the armed service of the United States<br \/>\nto garrison forts, positions, stations, and other places, and to man<br \/>\nvessels of all sorts in said service.\n<\/p>\n<p> And upon this act, sincerely believed to be an act of justice,<br \/>\nwarranted by the Constitution, upon military necessity, I invoke the<br \/>\nconsiderate judgment of mankind, and the gracious favor of Almighty<br \/>\nGod.\n<\/p>\n<p>\nIn witness whereof, I have hereunto set my hand and caused the seal of the United States to be affixed.\n<\/p>\n<p> Done at the City of Washington, this first day of January, in the<br \/>\nyear of our Lord one thousand eight hundred and sixty three, and of the<br \/>\nIndependence of the United States of America the eighty-seventh.\n<\/p>\n<p> By the President: ABRAHAM LINCOLN <br \/>\nWILLIAM H.
