Phillips, a three-year veteran of the agency, leaves behind his wife and three young sons.<\/p>\n<p>\u201cHe was senselessly murdered,\u201d U.S. Attorney Kyle Bumgarner said during a September 28 news conference. \u201cWe have a wife that expected her husband to come home. We have three little boys who don\u2019t have a dad.\u201d<\/p>\n<p>Phillips was assigned to Kentucky State Police Post 3 in Bowling Green after graduating from Cadet Class 103. His fellow troopers knew him as Unit 369.<\/p>\n<p>\u201cBecause he served us, because he served our community, because he wanted to keep each of us safe,\u201d Bumgarner said. \u201cHe gave the ultimate sacrifice.\u201d<\/p>\n<p>The shooting happened on northbound I-65 near the 38-mile marker. Following Phillips\u2019 death, authorities launched a manhunt and issued a Blue Alert for Emonnie Branch, who was later taken into custody by Louisville Metro Police.<\/p>\n<p>Kentucky State Police Commissioner Col. Phillip Burnett Jr. said Branch is being charged with the murder of a first responder. Authorities said he would be returned to Warren County to face state charges.<\/p>\n<p>But as officials announced the arrest, much of their attention remained on Phillips and the family he left behind.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"zxx\">https:\/\/t.co\/JNO7lw35t6<\/p>\n<p>\u2014 KY State Police (@kystatepolice) <a href=\"https:\/\/x.com\/kystatepolice\/status\/2104673687571947626?ref_src=twsrc%5Etfw\">September 28, 2026<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>\u201cHis dedication to duty and commitment to the Commonwealth will never be forgotten,\u201d Burnett said. \u201cOur hearts break for Trooper Phillips\u2019 family, loved ones and fellow troopers as we grieve this tremendous loss.\u201d<\/p>\n<p>Burnett also made a promise to Phillips\u2019 loved ones: \u201cYou will not walk this path alone.\u201d<\/p>\n<p>Kentucky Gov. Andy Beshear remembered Phillips as a hero, calling him \u201ca devoted husband and loving father to three children.\u201d<\/p>\n<p>\u201cLet us wrap our arms around this family during this unimaginable time,\u201d Beshear wrote.<\/p>\n<p>Lawmakers from across Kentucky also asked for prayers for Phillips\u2019 wife, children and fellow officers. Rep. Morgan McGarvey said the state would remember the fallen trooper\u2019s sacrifice.<\/p>\n<p>\u201cAlongside his fellow KSP troopers and all who knew and loved him, we will not forget his service to our commonwealth,\u201d McGarvey wrote.<\/p>\n<p>Country singer Lee Greenwood also offered his condolences, saying he and his wife, Kim, would \u201calways stand with the men and women in blue.\u201d<\/p>\n<p>Kentucky State Police shared a final tribute to Phillips using the unit number by which his fellow troopers knew him.<\/p>\n<p>\u201cRest Easy U\/369.
