This has translated into increasing restrictions on the Shi&#8217;a in KSA, but it also has meant that the Shi&#8217;a minority is also emboldened to a degree to push back. <\/p>\n<p>For example, via John Burgess and his indispensable blog <a href=\"http:\/\/xrdarabia.org\/\">Crossroads Arabia<\/a>, is a piece in the Financial Times about the <a href=\"http:\/\/www.ft.com\/cms\/s\/0\/62a879b6-1962-11de-9d34-0000779fd2ac.html\">Saudi relations with Shi&#8217;a<\/a> both within and without the Kingdom:<\/p>\n<blockquote>\n<p>The hopes of Saudi Arabia&#8217;s Shia minority for greater representation<br \/>\nwere dashed last month when Riyadh shook up its government and<br \/>\nreligious establishment.<\/p>\n<p>King Abdullah appointed reformers to strategic posts in government<br \/>\nand the first female deputy minister, and opened the door for diversity<br \/>\nwithin the senior ulema council &#8211; the body that shapes religious and<br \/>\nlegal discourse in the kingdom. But although Sunni Muslims were invited<br \/>\nto advise the council for the first time, Shia clerics were not invited.<\/p>\n<p>Analysts warn that marginalisation of the estimated 1.5m to 2m Shia<br \/>\nliving in Saudi Arabia&#8217;s oil-rich Eastern Province fuels tensions in<br \/>\nthe region &#8211; with majority-Shia Iran across the Gulf and majority-Shia<br \/>\nBahrain across a causeway, and a newly installed Shia government in<br \/>\nIraq. They believe that the kingdom can no longer afford to ignore the<br \/>\nissue.<\/p>\n<\/blockquote>\n<p>John adds <a href=\"http:\/\/xrdarabia.org\/2009\/03\/26\/saudis-and-the-shia-problem\/\">his own analysis<\/a>, noting that <a href=\"http:\/\/www.voanews.com\/english\/archive\/2006-08\/2006-08-04-voa22.cfm?CFID=149159595&amp;CFTOKEN=20518816&amp;jsessionid=0030b29db09cf03a7125615d66745f7a7362\">Iran&#8217;s attempts at regional hegemony<\/a> are one provocation for the Saudi government&#8217;s antipathy, but the real root of the problem is much more fundamental::<\/p>\n<blockquote>\n<p>It is not regional politics, however, that are at the root of this<br \/>\nproblem. Rather, it is a well-developed and centuries old religious<br \/>\nfear and loathing of Shi&#8217;ism that is proving the most troublesome<br \/>\nbarrier to resolving the frictions that run through the country and<br \/>\nsociety. The Ismailis in Najran, for instance, have nothing to do with<br \/>\nIran or Iranian Shi&#8217;ism, but they still find themselves targets of<br \/>\nopprobrium with some measure of government involvement. Here, the<br \/>\ntypical Saudi fear of &#8216;the other&#8217; rears its head to the detriment of<br \/>\nSaudi Arabia as a whole.<\/p>\n<p>While King Abdullah has taken measured steps to open the door to<br \/>\nother manifestations of Sunni Islam within Saudi Arabia, he needs to<br \/>\npush that door further in welcoming Saudi Shi&#8217;a to the fold. <\/p><\/blockquote>\n<p><span class=\"mt-enclosure mt-enclosure-image\"><a href=\"http:\/\/www.amazon.com\/Shia-Revival-Conflicts-within-Future\/dp\/0393062112\/unmedia-20\"><img decoding=\"async\" alt=\"shia-revival.jpg\" src=\"https:\/\/wp-media.beliefnet.com\/sites\/75\/import\/shia-revival.jpg\" class=\"mt-image-right\" style=\"margin: 0pt 0pt 20px 20px;float: right\" width=\"106\" height=\"160\" \/><\/a><\/span>I personally consider this to be a human rights and freedom of religion issue as far as Shi&#8217;a within Saudi Arabia are concerned, but there is a broader strategic question as pertains to US policy as to whether there is such a thing as a &#8220;Shi&#8217;a Cresent&#8221; or not and what impact it may have on our long-term goals for the region. The Council on Foreign Relations actually had a symposium titled &#8220;<a href=\"http:\/\/www.cfr.org\/publication\/10866\/emerging_shia_crescent_symposium.html\">The Emerging Shi&#8217;a Crescent<\/a>&#8221; in summer of 2006 (<a href=\"http:\/\/www.cfr.org\/publication\/10852\/emerging_shia_crescent_symposium.html\">audio<\/a>, <a href=\"http:\/\/www.cfr.org\/publication\/10851\/emerging_shia_crescent_symposium.html\">video<\/a> and <a href=\"http:\/\/www.cfr.org\/publication\/10866\/emerging_shia_crescent_symposium.html\">transcript <\/a>available) that delved into this question in great depth, with luminaries such as Fouad Ajami and Vali Nasr (author of <a href=\"http:\/\/www.amazon.com\/Shia-Revival-Conflicts-within-Future\/dp\/0393062112\/unmedia-20\"><i>The Shi&#8217;a Revival<\/i><\/a>) on the panel. It&#8217;s a substantive discussion with quite a lot of ideological depth and diversity, and I think is essential reading for anyone intent on commenting on sectarian tensions in the Middle East. My general take is that the Shi&#8217;a are indeed resurgent, but the idea of a &#8220;crescent&#8221; as being anything more tangible than a general demographic feature is as tenuous as the idea of a broader pan-Islamic Ummah. It doesn&#8217;t exist except in the minds of romantics; there is no unity across nationalist boundaries (and often not even within them). <\/p>\n<p>Incidentally, I&#8217;ve inaugurated a new category here at City of Brass, <i>The Shi&#8217;a Crescent<\/i>, in which I plan to devote more attention to these sectarian tensions and hopefully, solutions. <\/p>\n<p>Related: Fouad Ajami&#8217;s essay early into the Iraq War (which he supported) about how <a href=\"http:\/\/www.opinionjournal.com\/editorial\/feature.html?id=110007326\">Sunnis feared Shi&#8217;a emancipation<\/a>. Also, via <a href=\"http:\/\/pomed.org\/blog\/2009\/03\/repression-of-saudi-shiites.html\/\">POMED<\/a>, another essay about <a href=\"http:\/\/www.middle-east-online.com\/english\/opinion\/?id=31221\">Shi&#8217;a repression<\/a> in Saudi Arabia, which has led to threats of secession by some Shi&#8217;a clerics.
