Some may ask why a mandate matters, or that the margin of victory is irrelevant; I think that there&#8217;s a great example that illustrates the importance of a mandate is permitting a President to enact an agenda, and that example is Executive Orders (EOs). EOs are basically directives by the president to the various Executive Branch agencies &#8211; such as the various departments headed by the Cabinet &#8211; tellingt them what to do and how to do it. These departments include the EPA, Housing, Education, IRS, etc &#8211; in other words, government agencies that play a major role in public policy and our daily lives. And none of these require any Congressional oversight, since they are purely Executive Branch functions.<\/p>\n<p>Obama has indicated that <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20081110\/ap_on_go_pr_wh\/obama;_ylt=An4cByIOgJN6F7S8PPgiSOVbbBAF\">he intends to make heavy use of EOs<\/a>, to undo much of the damage done by President Bush, especially in the enironmental arena and in stem cell research:<\/p>\n<blockquote><p><span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">President-elect<\/span> <span class=\"yshortcuts\">Obama<\/span> plans to use his <span class=\"yshortcuts\">executive powers<\/span> to make an immediate impact when he takes office, perhaps reversing <span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">Bush administration policies<\/span> on <span class=\"yshortcuts\">stem cell research<\/span> and domestic drilling for oil and natural gas.<\/p>\n<p><span class=\"yshortcuts\">John Podesta<\/span>, Obama&#8217;s transition chief, said Sunday Obama is reviewing <span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">President Bush<\/span>&#8216;s <span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">executive orders<\/span><br \/>\non those issues and others as he works to undo policies enacted during<br \/>\neight years of Republican rule. He said the president can use such<br \/>\norders to move quickly on his own.<\/p>\n<p>&#8220;There&#8217;s<br \/>\na lot that the president can do using his executive authority without<br \/>\nwaiting for congressional action, and I think we&#8217;ll see the president<br \/>\ndo that,&#8221; Podesta said. &#8220;I think that he feels like he has a real<br \/>\nmandate for change. We need to get off the course that the <span class=\"yshortcuts\">Bush administration<\/span> has set.&#8221;<\/p>\n<p>[&#8230;]<\/p>\n<p>Presidents long have used <span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">executive orders<\/span><br \/>\nto impose policy and set priorities. One of Bush&#8217;s first acts was to<br \/>\nreinstate full abortion restrictions on U.S. overseas aid. The<br \/>\nrestrictions were first ordered by President Reagan and the <span class=\"yshortcuts\">first President Bush<\/span> followed suit. <span style=\"background: transparent none repeat scroll 0% 0%;cursor: pointer\" class=\"yshortcuts\">President Clinton<\/span> lifted them soon after he occupied the <span class=\"yshortcuts\">Oval Office<\/span> and it wouldn&#8217;t be surprising if Obama did the same.<\/p>\n<p>Executive orders &#8220;have the power of law and they can cover just about anything,&#8221; Tobias said in a <span class=\"yshortcuts\">telephone interview<\/span>.<\/p>\n<p>Bush used his <span class=\"yshortcuts\">executive power<\/span> to limit federal spending on <span class=\"yshortcuts\">embryonic stem cell research<\/span>,<br \/>\na position championed by opponents of abortion rights who argue that<br \/>\ndestroying embryos is akin to killing a fetus. Obama has supported the<br \/>\nresearch in an effort to find cures for diseases such as Alzheimer&#8217;s.<br \/>\nMany moderate Republicans also support the research, giving it the<br \/>\nstamp of bipartisanship.<\/p>\n<p>On drilling, the <span class=\"yshortcuts\">federal Bureau of Land Management<\/span> is opening about 360,000 acres of <span class=\"yshortcuts\">public land<\/span> in Utah to <span class=\"yshortcuts\">oil and gas drilling<\/span>. <span class=\"yshortcuts\">Bush administration officials<\/span> argue that the drilling will not harm sensitive areas; environmentalists oppose it.<\/p>\n<\/blockquote>\n<p>It&#8217;s Obama&#8217;s mandate from the people that gives him the confidence to move quickly and decisively on these. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>I argued earlier that the evidence for an Obama mandate is compelling, especially in comparison to President Bush, who claimed a mandate and political capital after the 2004 election.
