A new decision by Quebec City officials to remove a crucifix from their council chamber has ignited debate across the province, once known as one of North America’s most deeply Catholic societies. The move follows months of deliberation by an advisory commission on inclusion, which concluded that displaying a crucifix in a space meant to represent democratic and religious neutrality was no longer appropriate. The commission’s members \u2014 a group that included elected officials, community representatives, and the chief of the Wendat Nation \u2014 consulted both legal and historical experts before issuing their recommendation.<\/p>\n

The crucifix itself carries historical significance. Originally placed in 1936, it was removed in the 1970s and later reinstalled about a decade later. The artwork, created by sculptor Jacques Bourgault, has long been seen by many residents as both a cultural and religious symbol \u2014 a link to the province’s deeply Catholic roots.<\/p>\n

Mayor Bruno Marchand endorsed the commission’s findings in September, stating that the chamber should reflect the government’s commitment to religious neutrality. His stance marks a break from that of former Mayor R\u00e9gis Labeaume, who resisted similar calls in 2019, insisting the crucifix represented Quebec’s history rather than an endorsement of religion. That same year, Quebec’s National Assembly removed the crucifix that had hung above the Speaker’s chair since 1936, a symbolic gesture marking the province’s shift toward institutional secularism.<\/p>\n

The decision is part of a broader provincial movement driven by laws such as Bill 21, passed in 2019, which restricts the wearing of religious symbols by public employees in positions of authority. He added that even Pope Francis’ 2022 penitential pilgrimage to Canada, which included a stop in Quebec City, might have been prohibited under such restrictions.<\/p>\n
