We need a state strong enough to maintain the rule of law, but limited enough not to violate it. The Founders’ solution to the paradox of power was a government with balanced powers—limited in scope but strong enough to restrain sin. They insured space for other institutions, including the family, voluntary organizations, and markets, to limit the power of the state. And they understood that political and economic freedom would not last unless certain institutions, especially churches and families, are free to instill virtue.
