TV Networks Rate Their Own Shows. A TV Parental Guidelines Monitoring Board will review consumer complaints about specific programs after the fact, but unlike motion pictures, there is no single governing body that assigns a television show its content rating. Instead, each broadcast and cable network typically assigns parental guidelines to its own shows. This is because the ratings system was created as a voluntary-participation program. Additionally, even though the system was recommended by Congress and the Federal Communications Commission, there is no law requiring that a TV show to be rated for content.
